The Dar es Salaam Stock Exchange (DSE) is a
company
limited by guarantee. It is a non-profit making
organization established in 1996 to facilitate the
Government’s implementation of the ongoing economic
reforms and enabling the private as well as the public
sector to raise capital. The Exchange facilitates the
Government and companies to raise funds/capital
through issuance of equities and debt securities. Our
mission is to provide a responsive securities exchange
that promotes economic empowerment and contributes to
the country’s economic development through offering a
range of attractive and cost effective products and

The DSE is looking for excellent candidates to fill in
the following vacancies:

B.FINANCE AND ADMINISTRATION MANAGER
C.LISTINGS SALES CUM PUBLIC RELATIONS OFFICER
D.DATABASE / SYSYTEMS ADMINISTRATOR
The successful applicants shall be offered good
packages based on the DSE’s salary scales and
incentives.
1. PROGRAMMES / PROJECTS MANAGER
DSE have just adopted a 5 year business plan that
seeks to add new products and increase the volumes in
the existing services. It is in this regard that, a
highly motivated, energetic individual with special
project management skills is required to among other
champion the planning and implementation coordination
of the various pipelined programmes. The qualifying
individual will work together with other line managers
to ensure that projects cutting across different
departments are well coordinated, executed per plan
and the Governing Council and management is adequately
appraised and involved. Applicants should be persons
with high integrity, excellent communication &
interpersonal skills. This is a managerial position
and the successful candidate shall report directly to
the CEO.

REQUIREMENTS
A contemplating candidate should have the following
qualities;
a)Initiative, planning, and project write up skills,
b)Ability to coordinate efforts from different
departments on all stages of programmes/projects
including; conception, implementation planning,
implementation and reporting,
c)Leadership skills in terms of ability to emulate
others and motivate joint programmes by different
parties / stakeholders,
d)Maturity in terms of ability to be able to weigh
between circumstances and act per changing conditions
and situation. Ability to determine the level of
engaging, timing and manner of carrying along
different stakeholders,
e) Ability to prepare high quality projects
implementation reports and publications,
f)Ability to groom junior staff.
EDUCATION AND EXPERIENCE
a)A good masters degree in project management,
business administration, or related fields is
required.
b)Hands on experience and testimonies on successful
projects / programmes implemented is important.
c)Professional certifications and membership as shall
be applicable will be an added advantage.
2. FINANCE AND ADMINISTRATION MANAGER
The Exchange intends to hire a manager to oversee the
finance, administration and human resources functions.
Applicants should be persons with high integrity,
excellent communication and interpersonal skills and
not be above 45 years of age. In addition, they should
have the attributes, academic qualifications and
experience outlined below. Being a management
position, the applicant shall report to the Chief
Executive Officer
ATTRIBUTES

EDUCATION AND EXPERIENCE
a)Having worked at senior management level in
financial institutions;
b)Holder of CPA(T) or equivalent qualification with
NBAA Registration as Certified Public Accountant and a
Postgraduate Degree in Finance, Business
Administration, Human Resource Management. Working
experience of at least seven years four of which
should be at managerial level in a reputable
institution.
MAJOR RESPONSIBILITIES
a) Coordination and preparation of the medium
term corporate strategic budget.
b)Planning co-ordination and control of all financial
and accounting activities of the DSE.
c)Evolving financial and accounting policies and
procedures in consultation with the DSE Chief
Executive Officer.
d)Ensuring application of the DSE’s policies and
procedures.
e)Overseeing implementation of the staff regulations,
and related human resource codes and rules.
f)Oversee human resource management function.
g)Preparing and reviewing budget guidelines and other
policy documents in consultation with the Chief
Executive Officer.
h) Preparing and submitting DSE budgets for the
Council’s approval in consultation with the DSE Chief
Executive Officer.
i) Measuring performance against operating plans
and standards and keeping management informed.
j)Establishing and maintaining all financial records
and related documents of the DSE in accordance with
accepted principles,
k)Ascertaining the reliability of management data
developed within the DSE.
l)Facilitating the auditing of the DSE books of
accounts by both the internal and external auditors.
m)Supervising preparation of financial reports, tax
returns and interim reports required by management for
appropriate decision making.
n)Reviewing financial budgets and cash flow
projections.
o)Protecting DSE assets through internal control and
by securing proper insurance coverage.
p)Managing insurance affairs of the DSE.
q)Keeping track of inventory levels and advice
management regarding variances from budget.
3. LISTINGS SALES CUM PUBLIC RELATIONS OFFICER
As new product are introduced and the Exchange push
for higher volumes to the existing services, the
person to be hired under this position shall be
instrumental in both increasing the awareness of the
services offered and the volumes of the underlying
services. To achieve the expectations, the applicant
for the post should be a person with high integrity,
excellent communication and interpersonal skills and
preferably not be older than 35 years. The candidate
should also demonstrate the ability in marketing,
research, public relations including managing planned
publications activities for the Exchange. The
successful candidate shall report to the Manager
Research and Market Development.

writing articles for publication and communicating

EDUCATION AND EXPERIENCE
a)Holder of first degree or equivalent in Finance,
Accounting, Commerce, Marketing or Economics and
Postgraduate Degree qualifications in Economics,
Finance, Business Administration and Commerce with at
least three years working experience.
b)Previous experience in financial institutions will
be an added advantage.
MAJOR RESPONSIBILITIES
a)To initiate research studies that aims at increasing
new listings on DSE;
b)Organize and participate actively in companies
visitation activities;
c)Conduct market research in order to advise and
initiate strategies of identifying new products;
d)To carry marketing activities of the Exchange;
e)To collect information on securities industry
developments, analyses the same for management
decisions;
f)Collect and compile news for the Exchange’s reports.
g)Collect and compile information which shall assist
in the preparation on annual reports, booklets,
speeches, handbook guide etc.
h)Preparing DSE quarterly bulletins.
i)Liaise with the mass media on press matters related
to DSE;
j)Act as liaison to outside advertising agencies for
ongoing campaigns and work with freelance writers and
artists when needed;
k)Assisting in organizing official functions and tours
for the Exchange visitors;
l)Ensuring that all promotional, advertising,
research, industry affairs, tariffs and public
relations duties are properly administered.
m)Evaluate the effectiveness of advertising and
promotional activities undertaken.
n)Conduct business promotion activities through public
media like TV, radio, newspapers, magazines and public
meetings.
o)Ensures proper recording and filling of press
cuttings for public relation and responses;
p)Draft replies to general correspondences directed to
the Exchange;
q)Receive visitors and arrange for Board members and
Management travel on official trip;
r)To do any other duties as shall be assigned by your
Supervisor;
4.DATA BASE/SYSTEMS ADMINISTRATOR
The Exchange operation are fully automated and
increasingly connected to wider users all over the
world. This position is available to an accomplished
IT technical person with flexibility in working both
with hardware and software. He will join a team of
motivated IT specialists continually working on new
ideas and handling sophisticated mission critical
systems. Successful candidate shall report to the
Operations Manager.
ATTRIBUTES
a)Extensive knowledge of Oracle 10g Release II
database.
b)Substantial experience in applying SQL.
c)Good development of applications using PL/SQL.
d)Working knowledge of Crystal Reports will be an
added advantage.
e)Working knowledge of Red Hat Enterprise Linux
operating system.
f)Working knowledge of computer server operations.
g)Working knowledge of computer architecture and
related communication equipment (such as routers,
switches and firewalls).
DUTIES AND RESPONSIBILITIES
a)To operate DSE computer servers.
b)To execute start up and shut down routines for DSE
mission critical systems.
c)To monitor performance parameters during operation
of mission critical systems.
d)To undertake system backup and recovery procedures
e)To support various data users’ needs from the system
f)To diagnose and troubleshoot connectivity issues on
the LAN and WAN
g)Any other duties as may be assigned by Management
QUALIFICATIONS
Holder of Bachelor’s degree in Computer Science or
Information Technology or its equivalent from
reputable higher learning institution in Tanzania or
overseas with at least two years working experience in
a reputable organization.
