Finance and Systems Manager    

The role

Reporting to Associate Country Director.

• You will be responsible for the implementation of the corporate, regional and country finance and logistics strategies within the country.
• Leading in the budget preparation of financial projections/ forecasts and ensure reporting requirements are met.
• Ensure that all donor financial requirements in regard to funding are monitored and you will manage the preparation of financial reports to donors according to set deadlines.
• Oversight all partner organisations financial and logistics capacities, manage process to review compliance of partner organisations and improve their skill sets and commitment to delivering complete financial records and reports.
• Advice the Associate Country Director on legality matters and impacts on programme delivery.
• Support and advice programme staff on financial management and control issues, ensuring effective liaison between programme and finance staff throughout the country.
• Provide Support on Fundraising by reviewing budget proposal to ensure donor requirements are adhered to and recharge opportunities are maximised within the objective of the programme.
• You will continually review Oxfam GB’s
finance systems and procedures in Tanzania and you will build strong relationship with Oxfam Ireland Finance and Systems Manager, field finance and logistics to ensure effective support and adherence to policies, procedures and best practice.
• Maintain completeness and integrity of data within people soft financial systems (GL and OPAL) for easy generation of reports and contribute to capacity building for staff working under your supervision.
Requirements:
The person
• A candidate envisaged for this role will hold a post graduate degree in relevant discipline or equivalent professional qualification and experience.
• Hold expertise in the application of strategic financial management and experience in maximising resources utilisation.
Professionally qualified finance manager with some experience in large and complex organisations and the ability to influence and support colleagues in appreciating the importance of financial standards procedures and controls.
• Strong ability and willingness to communicate effectively promote a team environment and transfer skills.
• Possess Strong planning and analytical skills with the ability and confidence to analyse current needs in your area of operation, and make recommendation for changes when necessary. You will have experience of working with computerised accounting packages and spreadsheets.
• Prior experience working for an International NGO in an emergency or development context would be desirable.
• Excellent written and oral English is essential and good Kiswahili language skills would be an advantage.

We are currently looking for a dynamic and knowledgeable Finance and Administration Assistant to enhance the impact of our work in Tanzania.

Description:

The role

Reporting to Finance and Administration Officer:
• You will be responsible for the efficiency and effective assistance in the administration of all finances and human resources while ensuring high standard of accounting and Finance controls.
• Support in the preparation of payroll.
• Support finance and administration team to manage floats and initiating payment process by ensuring all documentation to support payment is Prepare local purchase orders and
invoices for authorization and processing of petty cash payments, check payments, and daily banking in line with financial procedures.
• Prepare and issue month end accounting reports
and ensure theses are submitted in a timely manner. Maintain and monitor records for suppliers and maintain fixed asset register. Provide support in the preparation of payroll.
• Provide administration support in the HR function such as recruitment, staff training and development, health and safety and security processes.
• Act asa custodian of all staff personal files making sure the files are updated regularly as required and making sure each
employees has an updated personal file all the time.
• Support programme team during external
event preparation.
• Act as a personal assistant to the Country Director by managing Country Director’s diary, in-tray and agenda for internal and external meetings.
• Provide secretarial support to the Country leadership and management meetings and other meetings.

Requirements:

The person

• A candidate envisaged for this role will hold a degree in relevant discipline or equivalent professional qualification and experience.
• Possess basic experience in book keeping, accounting, human resources management and general administration. Possess basic knowledge of computerised systems and demonstrable experience of working with computerised accounting packages and spreadsheets.
• Excellent inter- personal and communications skills and ability to maintain high level of confidentiality.
• Fluent in written and spoken English and Kiswahili.
• Ability to work with others and must be committed to Oxfam
values and objective.
• Sensitivity to working in different environments and willingness to work unsociable hours occasionally.
