Training Authority (VETA) is an autonomous Government Agency established by the
Act of Parliament No. 1 of 1994. VETA is responsible for regulating,
coordinating, financing and providing Vocational Education and Training in Tanzania.

vacancies:
Public Relations Officer: (Reports to the Public Relations
Manager, HQ)
a) Job Purpose
To effectively and
efficiently carry out activities relating to public relations through
production of promotional materials aimed at promoting the public and corporate
image of VETA for the Vocational Education and Training Services and programmes
as per laid down instructions and procedures.
b) Minimum Qualification and
experience required
Direct Entry
o
Holder of Degree in
Mass Communication or Journalism or Marketing form a recognized Institution
o
At least 3 (three)
years in the same field and a one year probation
c) Attitudes and
Competencies Required
o
Be able to use IT
equipment
o
Legible with ability to write report in English
o
Fluency in English and Swahili languages
o
Ability to use simple
formulae.
d) Main Duties/Tasks:
i.
Prepare annual plan and budget by reviewing and consolidating
plan and budgets from his/her station for onward submission to the superior.
ii.
To initiate the carrying out of public relations activities
through production of promotional materials aimed at promoting VETA to the
public as per laid down instructions and procedures.
iii.
To prepare drafts such as leaflets, pamphlets, adverts,
banners, newsletters and submit the same to superior for editing prior to
publicise and distribute same to the public for consumption with a view to
safeguard good image of VETA.
iv.
To Participate in the preparation of press release including
news releases and feature articles by arranging conferences, seminars,
presentations, interviews, public appearances and other VETA outdoor activities
aimed at promoting and advertising VET.
v.
To Participate in receiving VETA’s official visitors in
liaison with the Directorate of Human Resources and Administration, by
providing the correct information and proper time table with a view to maintain
protocol and good image of VETA to internal and external customers.
vi.
To prepare monthly newsletters in liaison with other
departments by collect information and submit the same to superior for editing
and onward distribution to internal and external customers.
vii.
Prepare monthly, quarterly/annual financial progress report
by compiling his/her station progress reports for onward submission to
superior.
Database Administrator
(Reports to Director of Labour Market,
Planning and Development, HQ)
Job
Purpose
To
effectively analyze departmental and individual requirements for database
solutions; to develop, implement and maintaining applications; to ensure
database systems are operated consistently, maintaining data integrity,
security, effectiveness and availability throughout the group for the Authority
to discharge it mandates more effectively and efficiently.
Minimum Qualifications and Experienced
Required
a)
A Bachelor degree in computer science or information technology or
relative postgraduate qualifications; b) Must have at least 3 years database
management or development experience;
b)
Possess recognized database administration qualifications
including Certifications in Oracle Certified Professional Database
Administrator, Microsoft Certified Database Administrator, Microsoft Certified
IT Professional and knowledge in MySQL, PHP and SQL Server.
3)
Attitudes and Competencies Required
a)
Be able to develop a variety of database support processes (e.g.
technical standards, monitoring utilities, tuning/optimization methods, etc.)
for the purpose of ensuring the stability and performance of production
databases and the availability of stored data;
b)
Legible with ability to write reports in English;
c)
Fluency in English and Swahili language;
d)
Ability to perform scientific calculations while dealing with PCs.
4) Main
Responsibilities
a)
Develop standards and guidelines to guide the use and acquisition
of software and to protect vulnerable information;
b)
Modify existing databases and database management systems or
direct programmers and analysts to make changes;
c)
Test programs or databases, correct errors and make necessary
modifications;
d)
Plan, coordinate and implement security measures to safeguard
information in computer files against accidental or unauthorized damage,
modification or disclosure;
e)
Approve, schedule, plan, and supervise the installation and
testing of new products and improvements to computer systems, such as the
installation of new databases;
f)
Provide capacity building and support to user departments/centre’s;
g)
Ensuring that storage, archiving, back-up and recovery procedures
are functioning correctly;
h)
Specify users and user access levels for each segment of database;
i)
Develop data model describing data elements and how they are used,
following procedures and using pen, template or computer software;
j)
Develop methods for integrating different products so they work
properly together, such as customizing commercial databases to fit specific
needs;
k)
Review project requests describing database user needs to estimate
time and cost required to accomplish project;
l)
Review procedures in database management system manuals for making
changes to database;
m)
Work as part of a project team to coordinate database development
and determine project scope and limitations;
n)
Select and enter codes to monitor database performance and to
create production database;
o)
Identify and evaluate industry trends in database systems to serve
as a source of information and advice for upper management;
p)
Write and code logical and physical database descriptions and
specify identifiers of database to management system or direct others in coding
descriptions;
q)
Review workflow charts developed by programmer analyst to
understand tasks computer will perform, such as updating records;
r)
Work closely with ICT Manager and ICT Team.
Human Resources Officer
(Reports to Centre Principal, Arusha)
a) Job
Purpose
Responsible
for implementing policies relating to Human Resources Management and
Administration including staff training, development, promotion, compensation,
performance appraisals and remuneration.
b)
Minimum Qualification and experience required Direct Entry
o
Holder of Degree in Human Resources Management or its Equivalent
from a recognised University;
o
At least 2 (three) years work experience in the same field plus
six months probation period.
c)
Attitudes and Competencies Required
o
Ability to us IT equipment;
o
Analyse and interpret
policies related to Human Resource and Administration;
o
Must be fluent in both
English and Kiswahili;
o
should be able to use
simple scientific formulae;
o
Value of resources
controlled is high;
o
Able to enhance team
spirit;
o
Tact and diplomacy is
required when performing duties.
d) Main Duties/Tasks
o
Maintaining particulars of employment;
o
Maintaining and updates personnel records;
o
Maintaining records on attendance to ensure that all staff
report for duty on time and stick to their work places for all working hours.
o
Dealing with salary
administrations;
o
Responsible for
preparing of records required for staff promotions, leave and transfers;
o
Assist in staff
disciplinary matters.
o
Dealing with personnel complaints, disputes and general
discipline in work place;
o
Processing cases on
matter of service regulations, labour laws and Government Directives;
o
Dealing with manpower development, manpower requirements;
o
Implementing
directives related to personnel discipline;
o
Preparing quarterly
/monthly or weekly reports in the specific assigned area.
Human Resources and Administrative Managers:

Principals; Kipawa,Mbeya and Lindi)
Job
Purpose
To
organise and implement policies related to human Resources Management and
Administration including employees recruitment, selection, promotion,
compensation, remuneration, performance appraisal, industrial relations,
handling of registry, cleanliness and transportation with a view of achieving
authority objectives.
Minimum
Qualification and experience required
Direct
Entry
o
Holder of Degree In Human Resources Management or its Equivalent
from a recognized University;
o
Masters degree is an added advantage;
o
At least 6 (six) years work experience in the same field plus one
year probation period.
Entry from within
o
Holder
of Degree In Human Resources Management or its Equivalent from a recognized
University;
o
Masters degree is an added advantage;
o
At least 3 (three) years work experience in the position of
Principal Human Resources Officer plus solid work performance.
c)
Attitudes and Competencies Required
o
Ability to us IT equipment;

Should be able to plan
organize and control Human Resource and Administrative functions to improve
overall performance of the department;
